Welcome Address by Dr. Subhash Sharma, Director, Indian Institute of Plantation Management, Bangalore.

Honourable Union Minister of Commerce Shri Ramakrishna Hegde, Honourable Chief Minister of Karnataka Shri J.H.Patel, Commerce Secretary Shri P.P.Prabhu, Mrs Rathi Vinay Jha, Additional Secretary and distinguished audience, on behalf of the institute I extend a hearty welcome to you all.

Our Honourable Ministers have shown us a new pathway so that in today's global context we can have our say, with these words we welcome our Honourable Ministers once again to this special day.

Passing through the romantic and scientific era, Indian plantation industry has entered a new era of global competitiveness. In this era it has to compete in the global context through product innovation and value addition. lt is in this context that an exclusive school of management was conceived. We had before us several models of management institutes but we found a strong need to innovate. We wanted a path of innovation and not of replication. Hence, a number of new ideas were identified that formed the conceptual foundations for this new institution.

Firstly, IIPM, is based on the idea of reach - out model. This is an indigenous innovation. Shankaracharya established four maths and reached out to whole of India. Vivekananda reached out to America and Europe. Closer home we have the example of Baba Budan. Gandhiji undertook padyatra to reach out to masses. Thus, the reach-out concept has been with us. However, in institutional context its application provides us a new framework and a new model as it reduces theory practice gap. If I am permitted to use a metaphor, the essence of reach- out model lies in guru going to shishya as against the traditional concept of shishya going to guru.

From our reach-out experience emerged another idea viz. the concept of GRAM - Grass root Action and Management. Gram also has a metaphorical significance in Indian context. Indeed the linkage between the gram and corporate management determines the competitive advantage of an industry and a nation because on the quality of grass root action and management depends the price realisation in the market. Hence, the need to understand and strengthen the GRAM and the corporate management linkage.

The third unique feature of IIPM, is the in-built processes for close academia and industry interactions. This is achieved not only through the reach-out approach but also through creation of need based strategic research units. This research focus has contributed to enhancement in intellectual capital developed at the Institute. It has also lead to generation of several new ideas which have been found relevant and useful by the industry.

Knowledge is the window- Gyan hi darshan, is the underlying philosophy of knowledge building and idea generation at IIPM. These phrases appear prominently in the IIPM brochure. When windows are opened new doors of knowledge also open. At IIPM our attempt is to combine the windows and doors of knowledge and ideas from the West and the East.

In the final analysis the essence of the IIPM lies in the model of small but significant. This framework helps us to remain responsive to the needs of the industry.

In developing the conceptual foundations we received considerable help from our Commerce Secretary Shri P.P.Prabhu. He was associated with this project from the stage of blueprint preparation wherein he always emphasized to make this institution a distinct and distinguished institution. A few years back l had presented my book Creation from Shunya to Mr. Prabhu. In this book I had described the process of building a small temple that later became a beautiful grand structure. We are extremely happy Sir that you are with us when the foundations for a new temple of learning are being laid as you have been helping us in making this new creation a reality. We assure you Sir that we would do our best to make it world class institution. We welcome you Sir to this special occasion.

Dr D.P.Bagchi, Additional Secretary and Financial Advisor Ministry of Commerce, visited the institute once. He also provided us some new perspectives and suggested that this institute should not be like any other management institute. We are inspired by his ideas. We thank him for his support.
Mrs Rathi Vinay Jha, Additional Secretary, Ministry of Commerce, has been associated with several new creations. When she visited IlPM she made an interesting observation and with her permission l quote, "You have developed strong intellectual foundations, now you need to work in the direction of developing your own infrastructure". Indeed we are very happy that you have joined us today to start this new journey. We welcome you to this special occasion.

Mr Bharat Bhusan, Director - Plantations, Ministry of Commerce, provided us considerable support. We thank him for his efforts.

Institution building is a matter of shared commitment and shared values. It is a step by step process, a swalpa - swalpa process. Many difficulties come many obstacles come that we have to overcome with patience and faith, the fruits of which are also sweet.

A number of institutions and organizations have provided us help in the institution building process. Tea Board, Coffee Board, Spices Board and Rubber Board provided us inspirational encouragement and we are thankful to them. Indian Tea Association along with other associations and the Tea Board acted as the catalyst for tremendous amount of goodwill that IlPM enjoys in the North East. UPASI, KPA, PAT, APK, COFIFED and other Associations nurtured us in many ways. We also received assistance from other leading institutions in Bangalore. We also thank the Government of Karnataka for its support to the institute. Bangalore University not only provided us land but also other support. We thank the Chancellor, Vice Chancellor and the Registrar of the Bangalore University. Chairman IIPM and the Board of Govemors of IIPM provided support at various stages in developing this institution, we welcome them. To all the institutions, organizations and individuals who provided us support and to our esteemed guests as well as members of the press I extend a hearty welcome .
I once again welcome you all to this special occasion.


Chairman's Address by Shri V.K.Goenka, Chairman Board of Governors, Indian Institute of Plantation Management, Bangalore.

Honourable Minister of Commerce Shri Ramakrishna Hegde, Honourable Chief Minister of Karnataka Shri J.H.Patel, Commerce Secretary Shri P.P.Prabhu and friends,

At the outset I am extremely thankful to you Sir for accepting our invitation for the foundation stone laying ceremony of the Indian Institute of Plantation Management, Bangalore.

Sir, plantation industry plays a significant role in the economic development of the interior areas of our country. It provides direct and indirect employment to millions and contributes substantially to the export earnings with minimal import content In the era of liberalization and globalization, Indian plantation industry has maintained its competitive advantage. Though it is a traditional industry, its requirements are changing. It is in this context that in early 90s, Ministry of Commerce and the plantation industry were thinking ahead to establish a unique institution to take care of the HRD requirements of the plantation industry. Finally, this idea took shape in the form of IIPM, formal announcement for which was made at the UPASI centenary celebrations. Since its establishment IIPM has done considerable academic work for the benefit of the plantation industry. Through its innovative idea of the reach-out model, the Institute has been conducting several training programmes for the plantation managers of the tea growing areas of the country. The plantation managers have found these programmes useful for improving the competitive advantage of the plantation industry through sustainable increase in productivity.

The Institute is now poised for its future growth and today's occasion is a landmark in this direction. With its own infrastructure and enhancement in faculty resources, the institute would be able to take up additional activities including a long duration programme to induct professionally trained plantation managers to ensure further growth of this vital sector. We are thankful to Honourable Minister of Commerce Shri Ramakrishna Hegde, Commerce Secretary Shri P.P.Prabhu, Additional Secretary and Financial Advisor Dr D.P.Bagchi, Additional Secretary Mrs Rathi Vinay Jha and the Chairmen of the four Commodity Boards for their assistance in providing the financial and other support to the institute. We are deeply grateful to the Government of Karnataka and the Bangalore University for providing land to IIPM. We would indeed be happy to enter into academic collaboration with the Bangalore University for mutual benefit.

Sir, the industry has provided support to the development of the institute from the blue print stage. Under the faculty finance support scheme I am happy to announce institution of chairs by the leading companies viz. Wiliamson Major, Tata Tea, Goodricke, Warren Tea.

The institute's library named as the UPASI Centenary Library, was started with an initial corpus extended by the UPASI. The library has rapidity grown; assistance from Indian Tea Association, Calcutta has also been extended.

I am also happy to announce that Tea Board, Coffee Board, Spices Board and the Rubber Board have instituted chairs to support the institute's research and training activities for tea, coffee, spices and rubber segments of the plantation industry.

I once again take this opportunity to thank you Sir for sparing your valuable time for laying foundation stone for IIPM. To us it also has another symbolic meaning viz. your commitment to make India as a global player through support to institutions such as IIPM that we need in the new context of new global competition We assure you Sir that with your support to such institutions to take Indian industry to compete with anybody on the earth. We took forward to your continuing support for institutional development

Honourable Commerce Minister, Invitees, Participants and Ladies & Gentlemen,

In the beginning, I must say that it is a very important and a very happy day for the plantation industry and as Mr. Goenka said plantation industry is an important industry contributing to employment in the interior areas and earning foreign exchange through exports of tea, coffee and spices.

Even if the industry does not export like in case of rubber, it contributes the input for other industry in thousands of crores worth of input. Indeed, plantation is an extremely important industry for India and what has been so far lacking is a management input. So, for last few years, we have been discussing how to provide the management input and in the early nineties, we thought of this plantation management institute and Coffee Board, I am very happy was instrumental in starting this institute. Now it is going to be a premier management institute for the country.

We want this institute to be somewhat different from other management institutes. It should serve not only India but all the developing countries so that the plantation managers of those countries can also come and learn from India's experience, knowledge and expertise in this field.
I am very happy that Dr. Sharma has taken the initiative for building this institute. Because of his personal efforts we have been able to get this land . I am grateful to university authorities for giving land to this institute. We have also been able to contribute some funds and l do hope that the private sector in the various plantation industry, tea, coffee etc. will also contribute their mite to see that this plantation management institute becomes an important medium through which the plantation managers are trained.

I am also happy that Tea Board, Coffee Board, Rubber Board and Spices Board have instituted chairs to support the institute. They have even given me their Cheque for this year which we will hand over to the institute This is indeed a very good gesture on their part. It also shows their keen interest in the development of this institution. I am sure, with such support from the Boards and the private industry, institute would emerge as a leading institution. In the end, I thank the institute for inviting me to this special function.


Address by Shri. J.H.Patel, Hon'ble Chief Minister Of Karnataka.

I was telling Shri Hegdeji that planter means a very rich man. In olden days if a man was well dressed with tie, etc., he had to be either a deputy commissioner or a planter, that was the impression. But today Mr.Goenka and Mr.Prabhu have told India has to lay a new emphasis on training plantation managers. I had visited one tea plantation in China long back but that was under government management. In India since plantations are privately owned, it is necessary to have an institution like this for training managers. Shimoga, Kodagu, North Canara, Hassan, these are the districts in South in which we have plantations. I do not know how good we are in the field of coffee. I am told that we are facing challenges from other countries like Brazil in coffee. Even in case of tea, we seem to be facing challenges from other countries. We have to train our managers and growers to meet the competition. Those who take tea or coffee in the hotels or restaurants, do not know from where it comes and how it is grown or how it is managed and if it is cheap they will drink and if it is good, they will sip a good cup of coffee or good tea. This reality needs to dawn on our managers.

I am thankful to Government of India particularly Shri Ramakrishna Hegde for initiating the institute in Karnataka and I am told that an amount of Rs. 5 crores is being provided by Government of India for building of institute. Mr.Hegde asked me what we are contributing. I told him that Rs. 5 Lakhs could be our contribution given the ratio of financial strength between Centre and State. As a Chief Minister Mr.Hegde asked me to provide at least 10 Lakhs from the State Government to this Institute because this institute is taking valuable research work and showing to the world that how much we can do in this way. So I have agreed and I, our government will take all necessary steps. I would also request the University to take some interest in the research and the development of Plantation Management..

 


Extracts of Address on llPM by Shri Ramakrishna Hegde, Hon'ble Union Minister of Commerce, Government of India, New Delhi.

Hon'ble Chief Minister of Karnataka Shri J.H.Patel, Shri Goenka, Shri Prabhu and friends,

Well I must apologise to you for arriving here almost half an hour late. I was involved in some other similar function which went for more time than I expected and Mr. Patel was involved in his assembly discussion.

Along with the very important and pleasant occasion, finally an idea has taken a concrete shape. The Indian Institute of Plantation Management is born today in material sense. You know I want this institute to be a world class institute because I expect that managers of plantations not only from our own country but also from other countries will come here for training. Today we have several such institutes in our country and even in Bangalore we have couple of other institutes which are attracting students from various parts of the world. This institute will be not only a training institute for plantation managers, but it will be also a research institute. I was talking to Mr. Goenka, there are a couple of other institutes which are doing some kind of research. But I want that this should be the centre of research in plantation crops. This institute should have a unique kind of building and facilities that would be adequate for an institution of this stature and utility.

I am grateful to the Chief Minister for announcing a grant of Rs. 10 lakhs and hope it is only going to be the first installment because he is a very generous person. I know him personally I don't think you will find another Chief Minister with that generosity of heart and I am also grateful to a those other friends you know who have already contributed to the building of this institute.

You know, Indian coffee and spices have been one of the main sources of foreign exchange earning. Tea production in India is around 800 million kgs., and we have to think whether it is possible to invent, develop new streams of markets. Kenya is a big competitor and Sri Lanka is another. When I go abroad they only talk of Srilankan tea or Chinese tea. They never mention India in connection with tea, even though we produce some of the best varieties in the world. Darjeeling tea for instance is under threat of losing its exclusiveness. We have to do lot of research in improving the quality of tea and we have to do lot of research in marketing and find out why people prefer a particular brand of tea, as also in regard to the coffee and others.
